Cardinal Upgrade (v1.6.0)

This proposal if passed will trigger Althea L1 to upgrade to v1.6.0 and execute the Cardinal upgrade. Included in this upgrade are the following changes \n\n* Resolve issues with concentrated liquidity in the stablecoin pools by fixing the pool templates \n\nInitialize the NativeDex module that allows governance to control configuration of the iFi Dex \n\n Add new features that allow the NativeDex module to control upcoming incentives contracts for iFi Dex liquidity \n\n* CLI bugfixes and security patches
