Enable transfers and the EVM

This proposal, if passed, will 'unlock' Althea L1 allowing ALTHEA balances to be transferred and allowing holders to use the Althea L1 EVM. This is the first phase in a phased deployment that will take place over a period of around 2 months during which chain integrators, users, and partners will be working to onboard and use Althea L1.

While the permissionless functionality of the chain will be immediately available on unlock. Althea.link will be fully enabled after a week long integration period. This will provide time for users to work out wallet issues, and prepare for initial activities on the iFi dex.
