Add Gravity Bridged USDT token to the Althea EVM

This proposal, if passed, will add the Gravity Bridge representation of USDT as an allowed token to be moved into the Althea L1 EVM environment. Before voting yes on this proposal check that the contents are correct by querying denom_trace: base_denom: gravity0xdAC17F958D2ee523a2206206994597C13D831ec7 path: transfer/channel-0 and ensuring that the resulting denom is gravity0xdAC17F958D2ee523a2206206994597C13D831ec7 over the Gravity Bridge channel channel-0. Looking up the contract address on Etherscan you can verify that it is the USDT ERC20 Contract
