Add Gravity Bridged sUSDS token to the Althea EVM

This proposal, if passed, will add the Gravity Bridge representation of sUSDS as an allowed token to be moved into the Althea L1 EVM environment. Before voting yes on this proposal check that the contents are correct by querying denom_trace: base_denom: gravity0xa3931d71877C0E7a3148CB7Eb4463524FEc27fbD path: transfer/channel-0 and ensuring that the resulting denom is gravity0xa3931d71877C0E7a3148CB7Eb4463524FEc27fbD over the Gravity Bridge channel channel-0. Looking up the contract address on Etherscan you can verify that it is the sUSDS ERC20 Contract
