Add Gravity Bridged USDS token to the Althea EVM

This proposal, if passed, will add the Gravity Bridge representation of USDS as an allowed token to be moved into the Althea L1 EVM environment. Before voting yes on this proposal check that the contents are correct by querying denom_trace: base_denom: gravity0xdC035D45d973E3EC169d2276DDab16f1e407384F path: transfer/channel-0 and ensuring that the resulting denom is gravity0xdC035D45d973E3EC169d2276DDab16f1e407384F over the Gravity Bridge channel channel-0. Looking up the contract address on Etherscan you can verify that it is the USDS ERC20 Contract
