Add Gravity Bridged USDC token to the Althea EVM

This proposal, if passed, will add the Gravity Bridge representation of USDC as an allowed token to be moved into the Althea L1 EVM environment. Before voting yes on this proposal check that the contents are correct by querying denom_trace: base_denom: gravity0xA0b86991c6218b36c1d19D4a2e9Eb0cE3606eB48 path: transfer/channel-0 and ensuring that the resulting denom is gravity0xA0b86991c6218b36c1d19D4a2e9Eb0cE3606eB48 over the Gravity Bridge channel channel-0. Looking up the contract address on Etherscan you can verify that it is the USDC ERC20 Contract
